Start peppers indoors, 6 weeks before the last spring frost. Sow the seeds ¼ inch deep in fine potting soil. Pepper seeds need warm soil to germinate. The best germination rates occur when soil temperature is between 72 to 80 degrees F. Use heating cables or a propagation mat to maintain soil temperature. Seeds will take 10-15 days to germinate. Once the soil outside has warmed (about 1 to 2 weeks after the last spring frost) transplant to a sunny location.
